Petro-criminals!

Ever been to a petrol pump in the evening, just after an announcement of a hike in petrol price? All news channels flash a message about the hike in the morning. At about 2 PM, few pumps put up a board that they have exhausted thousands of litres. In the evening at around 6 PM, most of the pumps would have "run out of gas"! On the very next day, if you happen to check out these pumps around 7 AM, they would be happily selling at the new (increased) rate. Every single company is involved - HP, Bharat Petroleum, Indian Oil - everyone.

This is outright cheating. Is there some law/rule that can bring these fuel companies under control? I am surprised as to why the government authorities, RTI activists are not doing anything about this! Is there some way I can lodge a complaint/petition?
